I enabled and started the Theme Service and selected Windows XP Theme. But for some reason Active Desktop is now disabled and I can't use JPEG or GIF files as wallpaper anymore. How do I fix this?

You must enable Active Desktop. To do that follow these steps:

  • Click Start->Run and type gpedit.msc
  • Navigate to "User Configuration\Administrative Templates\Desktop\Active Desktop"
  • In the right pane, double click Enable Active Desktop
  • Select Enabled, click Apply, click OK
  • Close the Group Policy Editor

If it is still not working, make sure that "Turn on Classic Shell" in "User Configuration\Administrative Templates\Windows Components\Windows Explorer" is not enabled.
